General Information This database is intended to be useful for people with relatively little experience with database management systems. Most of the buttons and other steps for navigating the database and obtaining the information you want will be familiar to people with experience using Web sites on the Internet. There is one feature which may be unfamiliar. When looking at lists of data, you may see small triangles pointing to the right. If you click once on these triangles they twist to point down, displaying the secondary information related to that item. If you click on a downward pointing triangle, it twists back again, hiding the more detailed information. Title Page Title: Database of Canada's International Environmental Commitments About this page: This page is the starting point for working with the database of international environmental commitments. It provides you with a very brief description of the database, a legal disclaimer, and a set of options for obtaining more information or navigating the database. Most of the navigation options are available on every page when you are working with the database. Where you can go from here: This page provides you with ten options. About the database: This option gives a description of the content of the database, how it was constructed, and how it is organized. It also gives information on how to provide feedback on the use and content of the database. How to use it (help): This option provides this help text. Search:This option offers the capability to search the database. You are able to use one of three different search types. List by title: This option lists all of the agreements (including their protocols if any) in the database alphabetically by title. List by department: This option lists all of the agreements / protocols in the database alphabetically by the name of the department taking the lead on implementing the commitments contained in the agreement. List by subject matter: This option lists all of the agreements / protocols in the database alphabetically by the different subject categories. Agreements / protocols may be listed in more than one subject matter category. List by region: This option lists all of the agreements / protocols in the database alphabetically by the geographic scope of the agreement. Commitments: This option lists all of the commitments categorized by the kind of commitment and according to the agreement in which they occur. Home: This option returns you to the home page for the Database of International Environment Commitments. Français: This option gives access to the French version of the database. The first option and last two options are only available from this page. You can select any one of the available options by clicking on it once. 3. Search Options Title: Searching the Database About this page: This page provides you with the opportunity to conduct a search of the database in one of three ways. You must first select which type of search you want to conduct. You then enter the search information and submit the search by pressing the "Search" button corresponding to the type of search you wish. The first type of search(the Basic Text Search)involves searching for selected words through all the information presented in the database, namely the agreements (including their protocols if any) and the commitments contained therein. For example, you could search for all agreements and commitments that contain the words "polar bears". The second search option (the Advanced Search on Agreements) is a more sophisticated search by agreement but not by commitment. With the second search option, you can select words or phrases, or you can narrow the search by selecting key words from the five lists in boxes, or you combine a word search with a key word-based search. The options from the different boxes are separate conditions that each must be met. In logical terms, the choices WITHIN each box are linked by an "or" (i.e. either condition must be met). The choices AMONG boxes are linked by an "and" (i.e. both conditions must be met). For example, you could select two lead departments, Natural Resources Canada and Environment Canada, and select "multilateral" as the region you were interested in. The results of the search would then be all agreements which had multilateral as the region AND which had EITHER Natural Resources Canada OR Environment Canada as the lead department. By entering text in the box provided for the Advanced Search, you may limit the search further still. You may also restrict this search by limiting it to a precise period during which the agreements had been signed. The third search option (Advanced Search on Commitments) is similar to the second option, but carries out the search on commitments only, not on agreements / protocols. You have the option of combining the search on text and selecting the types of commitments you want to examine. For example, you could choose "Reporting" commitments that contain the word "mandatory". As with the second type of search, you can select more than one term from the list in the box. Your choices would be combined with the separate condition for any text you entered using an "and" (i.e. both conditions must be met for the search to succeed). To select more than one item from the lists in boxes, hold down the CTRL key when you make your selections. After you execute the search and examine the results, you may wish to repeat or refine a search. If you do, return to this page and modify the search criteria. The previous choices will be carried over as the defaults. Fields on this page: There are twelve fields where you can enter information on this page. The first one determines which type of search you want to conduct. Once you select this, you then enter search criteria in the appropriate fields. If you enter information for a search type which you did not select, the information will not be used in the search. Search Type: Select one of three possible search types. Basic Text Search words: Enter words that will be used to select agreements (including their protocols if any) and commitments from the database. Advanced Search on Agreements words and phrases: Enter words that will be used to select agreements / protocols from the database, perhaps in combination with other Advanced Search fields. Region: Select none, one, or more than one broad regional group in which to conduct the search on agreements / protocols. Subregion/country: Select none, one or more than one subregion or country to be included in the search on agreements / protocols. These define the geographic scope of the agreements that Canada has made. Subject matter: Select none, one or more than one subject to be included in the search on agreements / protocols. Subject matter subcategories: Select none, one or more than one subject matter subcategory to be included in the search on agreements / protocols. This is a finer level of resolution of subjects than the subject matter. Lead department: Select none, one or more than one department to be included in the search on agreements / protocols. These will be the departments with the primary responsibility for implementing the agreement. Date search - After: Enter a date to select agreements signed after this date. If this field is left blank, all agreements will be used. Dates are entered in ""month-day-year" format. Date search - Before: Enter a date to select agreements signed before this date. If this field is left blank, all agreements will be used. Dates are entered in "month-day-year" format. Advanced Search on Commitments words and phrases: Enter words that will be used to select commitments from the database, perhaps in combination with the other relevant Advanced Search field. Classification: Select none, one or more than one type of commitment to be included in the search on commitments. This classification reflects the broad types of commitments found across many different agreements. Where you can go from here: From this screen, you can either submit a search or use one of the general navigation options. Help: This option provides this help text. List by title: This option lists all of the agreements (including their protocols if any) in the database alphabetically by title. List by Title Title: List Agreements / Protocols by Title About this page: This page lists all of the agreements (including their protocols if any) currently available in the database. The list is in alphabetical order. Click once on a blue bullet next to an agreement title to open up the agreement to look at detailed information on that individual agreement. If the list is too long to fit on a single page, you can use the Previous and Next buttons to move to other pages in the list. Where you can go from here: You can either look at another part of the list of agreements / protocols, select an individual agreement/protocol to examine, or use one of the general navigation options. List by Region Title: List Agreements / Protocols by Region About this page: This page lists the agreements (including their protocols if any) in the database according to their geographic scope. There are two levels of classification for the geographic scope. The highest level indicates whether the agreement is global, mulitilateral, bilateral, etc. The second, more detailed, level gives the subregion or country with whom Canada has entered into the agreement / protocol. The page is initially presented with only the highest level of category displayed. To go down a level to see more detail, click on the triangle to the left of the category. When you get down to the level of the agreement / protocol, you will see a blue bullet to the left of the title. One click on this bullet will give you the details of that individual agreement. Where you can go from here: You can either look at another part of the list of agreements / protocols, select an individual agreement/protocol to examine, or use one of the general navigation options. List by Subject Matter Title: List of Agreements / Protocols by Subject Matter About this page: This page provides a grouping of the agreements (including their protocols if any) in the database according to their subject matter. There are several categories provided to help identify the appropriate agreements. Any given agreement / protocol may fall into more than one subject area. The subjects have been broken down into subcategories in some cases to give greater precision in selecting agreements of interest. The page is initially presented with only the highest level of category displayed. To go down a level to see more detail, click on the triangle to the left of the category. When you get down to the level of the agreement / protocol, you will see a blue bullet to the left of the title. One click on this bullet will give you the details of that individual agreement / protocol. The type of commitment includes broad categories of commitments that are found in many different agreements (e.g. reporting, financial obligations, etc.). The page is initially presented with only the highest level of category displayed. To go down a level to see more detail, click on the triangle to the left of the category. Fields on this page: This page contains several different kinds of information about the agreement. Agreement title: This field contains the full legal title of the agreement. Condensed title: This field contains an abbreviated version of the title if the title is lengthy. Synopsis of objectives: This field contains a brief summary of the objectives of the agreement, based on the text of the agreement itself. Significant dates:
In the case of instruments which are not legally-binding, the only significant date provided is the date the instrument was formally adopted by Canada. Classification:
Other departments: The names of other federal departments that are responsible in a supporting capacity for implementation of commitments contained in the agreement. Compliance mechanism: A description of measures that promote compliance with the agreement's provisions. Dispute resolution: A description of dispute resolution provisions provided for under the agreement. Text of agreement: A reference to the text of the agreement, either a location for the text on the web with a hot link or the Canada Treaty Series (CTS) number. Other Web sites: The addresses (URLs) of other Web sites which are relevant to this agreement, for example, the address of the secretariat for a particular convention. Where you can go from here: You can either look at the list of commitments made under the agreement or use one of the general navigation options. If available, the reference to other relevant Web sites will also be provided, as will the link to the related protocols for the agreement. Commitments Title: Description of commitment About this page: This page provides a summary description of a specific commitment made under an agreement. From this page, you can return to the document from which the commitment is drawn or you can look at the full set of commitments. Fields on this page: There are several fields on this page which provide key information about the commitment. Agreement title: This field gives the full legal title of the agreement. Condensed title: If the full legal title is lengthy, this field will present a shortened version of the title. Classification: The type(s) of commitment (e.g. assistance, education, enforcement, etc.). Summary description: This field briefly describes the commitment, based on the actual text of the agreement. Explanatory notes: This field lists any relevant notes to clarify the summary description or provide additional relevant information. Agreement/Protocol: This button allows you to return to the agreement under which this commitment was made. Other commitments: This button allows you to view the full set of commitments for this agreement. Search Results Title: Results of Your Search Request About this page: This table presents the results of the search request. The results of the search are a list of agreements / protocols, a list of commitments, or a mix of the two depending on the type of search. The results indicate which kind of documents were found that matched the search request (i.e. agreement/protocol or commitment). Each of the search results has a blue bullet to the left of the title. One click on this bullet will give you the details of that individual agreement, protocol or commitment. To repeat or refine your search, use the Back option in your Web browser software to return to the previous page. Your current search criteria will be the default starting point for the next search. Where you can go from here: This page provides the option of moving forward or back in the list of search results, looking at the details of an individual search result (agreement, protocol or commitment), or using one of the general navigation options.
